RMV Ignition Interlock Program Intern Summer 2022

Summary of the Ignition Interlock Device Program:
In 2005, “Melanie’s Law” came into effect which increased the penalties for operating a motor vehicle under the influence (OUI) of alcohol or controlled substances. It also established the Interlock Ignition Device (IID) program, which requires multiple OUI offenders to install an IID for a prescribed period of time. The Registry of Motor Vehicles administers the program.

Position Summary:
The interlock ignition device intern will report to the senior hearing officer/supervisor of the interlock ignition device program within the Registry of Motor Vehicles and support hearings officers in the furtherance of M.G.L. Chapter 90 section 24 ½ and specially assigned tasks. M.G.L. Chapter 90 section 24 ½ provides the RMV with statutory authority to issue a license with restrictions to drivers with multiple offenses of operating under the influence and constrains their ability to own, lease, or operate a motor vehicle on a public way without an installed and certified interlock ignition device in order to monitor blood alcohol levels. Participants of the interlock ignition device program are closely monitored by the samples provided through the interlock ignition device as well as the documentation of maintenance, calibration, and improper use of the device.

Duties and Responsibilities:
The responsibilities in this position are varied but generally fall within the following subject matter areas:
  1. Assist in conducting diligent research to ensure interlock program participants remain in compliance with statutory and regulatory obligations
  2. Coordinate the retrieval of reports and citations documents necessary to hold administrative hearings – communicate directly with law enforcements agencies, courts, and other entities to obtain records, analyze findings and support administrative hearing officers in determining whether violations occurred.
  3. Prepare administrative hearing dockets.
  4. Assist in communication to customers for various needs by the program personnel in addition to responding to customer inquiries via voicemail and email.
  5. Properly scan official documentation
  6. Assist in notifying other states of a Massachusetts interlock obligation

The Interlock Ignition Device intern will be in regular communication with various courts, law enforcement agencies, and vendors. This person needs to be able to manage multiple tasks with concurrent timelines and be very detail oriented, independent, pro-active, and organized. It is also critical for this person to be able to communicate effectively both verbally and in writing.
Qualifications and Requirements:
  • At least 1 year completion of a bachelor’s degree program
  • Ability to work in a fast paced, deadline-oriented environment, with multiple competing priorities and timelines.
  • Strong communication (both verbal and written) and interpersonal skills.
  • Ability to work effectively and collaboratively in a team environment.
  • Solution-oriented attitude, with excellent time management and organizational skills. 
  • Experience and interest in criminal justice, law, and/or public administration. 
  • Proficiency with the Microsoft Office suite, particularly with Microsoft Word and Microsoft Excel.

Pre-Hire Process:

  • Must be enrolled in a full time bachelor's degree program for Fall 2022.
  • Must have completed one year of a bachelor's degree program at time of hire.
