Director Office of Budget ES-00

The Office of the Chief Financial Officer (CFO) is responsible for the management and financial integrity of DOE through development, implementation, and governance of Department policies and systems for budget administration, finance and accounting, financial policy, corporate business systems, strategic planning and performance, and the lead interface with the Office of Management and Budget (OMB), Government Accountability Office (GAO), DOE Inspector General (IG), and Congress.

The Office of Budget (CF-30) plans formulates, analyzes, executes, evaluates, and defends DOE's Budget; manages the corporate funds control process and DOE Working Capital Fund; and, serves as the external liaison for DOE on budget matters.

As the Director, Office of Budget you will:
  • Advise Departmental leadership and DOE program officials on all aspects of budget and budget policy as related to budget formulation, execution, program performance, strategic issues, and relevant Congressional interactions. Matters are often complex and may be controversial.
  • Develop and implement procedures that help keep budget operations and execution running smoothly in a multi-billion dollar and multi-appropriation environment while continually balancing program and project goals with financial realities and brokering solutions that meet the needs of all parties involved.
  • Serve as an expert in establishing and implementing Departmental policy by weighing programmatic, policy and Administration preferences that have material impacts on research and development programs, projects, and relationships with internal and external stakeholders, including Congress.
  • Lead and direct long-range and annual resource requirements, set budgetary planning ceilings for the Department, and identify and resolve policy issues affecting the development of budgetary plans and associated programs, projects, and activities.
  • Represent the CFO and DOE with senior leadership, DOE Program and Field Offices and at meetings, conferences or symposiums sponsored by Departmental Organizations, other Federal Agencies, OMB, the Executive Office of the President, and Congress.
