Grant Compliance Manager

Notes:

  • Ability to travel out of state as well as within the Commonwealth of Massachusetts is required.
Position Summary: Working within the Fiscal Department of the Office of Court Management, the Grant Compliance Manager functions independently under the general direction of the Senior Grant Manager to support the facilitation and coordination of grant-funded programs, ensure proper accounting, compliance, and maximum utilization of grant funding awarded to the Trial Court from Federal, State, and other (non-government) sources. Reviews and monitors grant-funded contracts awarded to various subrecipients to ensure compliance with fiscal, programmatic, and administrative requirements and regulations governing awards. Assists Senior Grant Manager in facilitating the acquisition of various grant awards for the Trial Court, as determined by leadership. This position requires an understanding of federal, state and local regulations and the ability to exercise independent judgement to ensure that Trial Court policies and activities comply with regulations.
Supervision Received: Receives general direction from the Senior Grant Manager in performing duties in accordance with the established guidelines.
Duties:
Grant Compliance
• Supports the Senior Grant Manager in the development, review, monitoring, and technical assistance related to all grant (non-state appropriation funded) program activities occurring within the Trial Court. Ensures compliance with rules and regulations issued by the funder, the state, and the Trial Court itself throughout the life of the grant projects
• Ensures documentation and reporting requirements are met prior to due dates.
• Prepares and/or reviews information and reports for internal and external stakeholders.
• Develops and modifies policies/procedures/systems in accordance with government regulations and organizational needs and objectives.
• Responsible for coordinating external monitoring visits, desk reviews, audits, and cross-site evaluations; to include occasional travel to grant-related funder governance and/or monitoring meetings and trainings (in-state and out-of-state)
• Assists with workflow procedures based on direction of the Senior Grant Manager and CFO.

Grant Monitoring
• Ensures grant monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices; including facilitating and/or participating in meetings and trainings with funders, subrecipients and internal project partners
• Monitors subrecipient compliance with grantor regulations and the requirements of their subrecipient agreements through site visits, audits, desk reviews, budget amendments, reimbursement invoices, and other mechanisms applicable to subrecipient monitoring. Recommends actions necessary to resolve issues/concerns.
• Provides guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.
• Develops assessment and monitoring tools such as reporting site visit forms in tandem with Senior Grant Manager consistent with grantor requirements.
• Assists with development of monitoring policies and procedures.
• Provides technical assistance to content experts (Trial Court employees), external partners, contractors, consultants, and subrecipients through communication, developing and presenting grant guidelines, policies, and trainings (PowerPoint presentations), troubleshooting, and various online grant management systems.

Grant Management – Other
• Supports functions related to financial administration and reporting, including but not limited to; preparation and timely submission of grant applications and reports, development and adjustment of associated budgets, coordination of budgeted funds, screening and processing requests for expenditures and ensuring the timely application for reimbursement from the funding sources.
• Oversee the preparation of contracts and supporting documents and work closely with legal unit to ensure documents are meeting state and funding guidelines
• Database maintenance and oversight
• In collaboration with the Fiscal Administrator, monitors and approves expenses in state MMARS systems; coordinates grant staffing levels related to their respected grant for input into the MMARS/LCM; coordinates and execute all personnel expenses in LCM; develops all grant budgets and budget analysis duties, and approves all grant expenses according to the grantor requirements.
• Assists the Senior Grant Manager in supervising Grants Unit staff members, only as needed; and
• Performs other duties as assigned.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Assistant Grants Compliance Manager:

Bachelor’s degree from an accredited college or university in public or business administration, or a related field and (5) Five years of professional work experience administering federal, state, and/or local grants. A graduate degree is preferred.
Demonstrated supervisory experience is required.
Equivalent combinations of education and experience will be considered for meeting minimum qualifications.
Professional Development: Must have a record of regular participation in profession development opportunities;

Strong writing and oral communication and interpersonal skills.

Advanced knowledge of state, federal, and non-governmental grant processes and related requirements.

Knowledge of accounting/bookkeeping procedures and auditing processes.

Experience in creating and incorporating policies and procedures.

Demonstrated ability to manage multiple projects with set deadlines/guidelines. Ability to adapt to a changing work volume while maintaining high quality standards.

High level of independent thinking and judgment, combined with solid logical and ethical reasoning.

Excellent organizational skills with high level of attention to detail.

Ability to use video conferencing software effectively. Experience in working with remote and hybrid teams. Knowledge of Microsoft Office computer applications.

Some in-state and out of state travel is required.
